Still check the windows mixer please. In Windows 7 you can set different sounds volume for different applications in there. So for example all your system sounds and other applications may have sound at proper level but Panzer Corps still can be muted at same time. To be honest i don't really think it will be this but better safe then sorry, especially as checking this take around 30 sec.
Actually, I have already thought about that Tarrak. Some sound cards drivers have more volume settings than the general control volume.
The last time I took a look at Creative drivers was too many years ago when I ditch my Audigy card and made the solemn promise of never buying again another Creative card. But I cannot imagine that there's a specific control volume for Windows MCI applications in Creative drivers. Although it's something that jwcaruso should probably check (perhaps a hidden control), just in case.
About Windows MCI, that's something that you don't install, as it comes natively installed in Windows. It's a legacy API.

Run Process Explorer. Run the game and during the AI turn it would be great if you could press "ALT"+"TAB" and in File menu on Process Explorer select save as to generate a "Procexp.txt" file.

Tarrak, the slider for Panzer Corps was at 50%, and even maxing it created no sounds. Sorry, great thought, but didn't work.
I downloaded two programs to further look at codecs. G-spot and Codec tweak tool. The latter lets me generate all kinds of logs and information about installed codecs. I just don't know enough to interpret them. Any specific ones I should look for information on? Also, now that I have unistalled the old codec packs, many videos not playing sound in WMP or DiVX player. That is kind of expected I guess.

I've checked your log, and all I can say is that you've a lot of processes running in the background. I haven't seen one that I could say definitely that's the one.
One of those processes might be the culprit, but I cannot say which one is.
I wouldn't mess with the codecs, jwcaruso. That's a techsavvy area, and I could only help if I was close to the computer or able to reproduce the issue on my side, which I can't, specially because of the big number of non native processes running in your Windows.
Have you checked Creative Volume Panel? Or have you checked Windows Volume panel?

jwcaruso, you could try to copy/paste the log into a text document, and than pack this text file to a .zip archive. The forum won't let you attach .doc files but you can attach small .zip files to your posts.
I checked both volume panels. Both maxed with no sound from this game, and sounds from online games and other system sounds are fine, so that is not the issue.
I can attach the codec log if helpful, but will need to do that later as I am not at PC now. Is text file as suggested fine?
You can post the codec log file, although I don't believe we won't be able to identify which one is the culprit. The problem might not even be related with the codecs themselves, but how they are configured.
You could try a different approach. There was an utility named Game Booster, that would help you configure your Windows and disable temporarily unessential processes when you want to play a game.
The utility was mainly used for increasing performance, as cutting processes would release more memory. However this could help you in the case your issue is caused by a direct conflict.
Razer bought the utility, adapted to recent Windows and it's distributing it freely. I've never tried it myself, but I suppose you could give it a try. http://www.razerzone.com/gamebooster
I don't know if this will help in your situation or not, as I'm not able to pinpoint a cause.
This may also be one of the cases that only a fresh Windows installation may help.
OK, I probably don't do enough fresh installs anyway, and would like to get rid of all the excess stuff on my PC. It is a couple years old at this point. I guess if I am thinking of a clean install, I should also think about Windows 8 as an option. Has this game been tried with that OS yet?
Yes, it's working on Windows 8.
I would think twice on Windows 8. There are certain things that I like in Windows 8, but... it isn't much different than Windows 7, and at least you have a Start bar.
I just talked with my friend who assists me with this higher level stuff, and he agrees with you on Win8. We will reinstall 7 and let you know if there are persistent issues.

That K-lite pack that I previously mentioned, usually don't break Windows MCI. That's why I told you to download that one.
The fresh Windows 7 install did the trick. The sound and music are great by the way, definitely worth the time to get it fixed. Thanks for all the help. System restore point set. Lets hope I don't have to use it!
