From Manual 1.14:

6.13. STRATEGIC BOMBING
When a strategic bomber does a bombing raid over a city, port or airfield, it has a certain chance
to neutralize this object (deny it to the enemy). Strategic bombing is performed on both empty
objects
and on objects defended by an enemy ground unit (in the latter case effectiveness of
strategic bombing is reduced). The more strength and experience the bomber has, the better
are the chances of strategic bombing to succeed. Neutralized objects are indicated with a
white flag. Such objects can be retaken, but only with an infantry, tank, recon or AT unit.
Victory hexes cannot be neutralized. Instead, strategic bombing of such hexes results in a
certain prestige loss for the owner of the hex.


Recently I also noticed that you can actually strat bomb a hex with an enemy flag, occupied by one of your non- controlling unit, e.g. one of your own artillery unit. The hex was neither empty nor defended by an enemy ground unit, as stated in the manual.

I was curious to see if I could damage my own units, so I tried to boost the Bomber strength points to 20 and xp to 500, yet the attack didn't inflict any casualties, but only checked to see if the hex become neutralised.
