Drop Pod Non-Functional

Without realizing it, I researched Operation Valkyrie before I researched Damped Landing Pods. The Drop Pods were non-functional when I completed Operation Valkyrie. I figured that when I researched Damped Landing Pods they would become functional. They didn't. I have moved several research events passed Damped Landing Pods and still my Drop Pods from Operation Valkyrie are non-functional. Not sure what I'm doing wrong or if it's a bug. I've attached the file for your review.

Drop pods are now a consumable passive operation that no longer provides units on their own: if you have a drop pod available and select a unit in one of your cities, you can give an orbital deployment order.

OK, missed that change. Just remember the old system you could choose the operation and drop a unit anywhere. The new system makes more sense.
