In Command??

Going through the rules lately and I noticed that all units in command move before any units out of command move, but the rules do not define what makes a unit "in command". Is it in range of their divisional commander, or does it include any attached commanders as well?
Main reason I ask is that in our games the French love to split up their cavalry division, one attached brigade, division leading another unit and usually the corps commander running about with the last unit. In this case are all units in command or is it just the unit being led by the division commander?

p. 25: (bottom right) Some armies are allowed to attach Brigade Commanders to their units. These commanders cannot leave their unit and act as a Divisional Commander only for that unit.

p. 26: (continued) They are particularly useful in Cavalry brigades that may be required to operate separately on a flank.

Not very efficient on command points I think.
