Or is it more that troops classified that way generally tend also to have better armour and weapons?

Well not sure what you mean by +1 buster.

But there "tend" to be better quality ratings yes.
MF that lose to them have a -1 CT.
Mounted attacking HF do not gain a POA in impact phase that they do versus MF.
Some things like Pike are only available as HF.
