Potential railroads movement issue

I had 6 PP left, both free railroads moves used and moved another unit by railroad - my PP dropped to 0 not -1. (If it matters it was Italy's move)

I wonder if pp's are fractional in some way that we don't see (for example, a repair says it will cost 4 pp's but behind the scenes, so to speak, the actual cost of implementing the repair is 4.8, so it bumps up to an even 5.0).

In a game I am currently playing, a repair was in fact to cost 4 pp's and the UK had 69 pp's. So I figured, great, I can repair the unit and still build what I am planning to build. NOT! The total pp's inexplicably dropped from 69 to 64.

Now, it should be pointed out that I am playing a mod, where the build costs of units have been changed, so that may be the reason for the odd repair costs.

Still, it would be nice if a developer could enlighten us on what might be happening here :)
