breaking off in fog-r
are all troops eg foot and mted aloud to break of a melee if the not doing very well (be dus or fag) also what to the bg they break off from??

No, read the breakoff rules. They are pretty self explanatory. There is even an index at the back of the rulebook. If you look up 'breakoff' it says 'see Voluntary Breakoffs'. Seriously, I have no problems helping with nuances, but these are literally IN THE RULEBOOK and can't be more clear.

obviously not or i wouldn't have asked the question it dosent say what happens to the opponents

Troops who are not listed as being able to "break off" in this section of the rules covering who is allowed to "break off" cannot "break off"
Breaking off takes place in the Joint Action Phase. The rules covering what some troops can and sometimes must do in the Joint Action Phase, and when they can or must do so can be found on pages 138-142 "Outcome Moves in the Joint Action Phase".
Troops whos situation is not covered by any of the outcome situations listed in this section are not subject to the resulting outcomes and so cannot make outcome moves (as these only result from situations they are not currently in). This includes "being broken off from" - this is not an outcome, so has no outcome move.
