im using early achaemendid persians you can use Hch but under armour type they have a - is this asumed that they have no armour?

It's not so much that they have no armour as that armour is not relevant. Troops do not consider armour when fighting chariots, neither side counts a POA for better armour.

often you see the same - in close combat for elephants and chariots ive always said they havn't got any is that right

Neither chariots nor elephants use the four armour categories. Hence they never get a POA for better armour, and enemy never get a POA aginst them for better technology.
