One way trip.
In spite of the Final Fantasy character it's pronounced sao-win after the Irish pagan god of death. I'm not a pagan but we're on a wargames website so I thought it fitting.

It is possible to increase national morale. However, the one off-hits to morale caused by special events are permanent, you'll never recover that part of it.

The basic way to increase your national morale is: recapture lost cities, invade the enemy and capture enemy cities, drive the enemy away from your damaged cities so that they recover.

There are a few other things which can influence national morale in certain situations, such as the performance or size of your armies, but the most important thing is to capture/liberate/recover damage to cities.

Like I said before though, if your morale has dropped due to special events (such as rationing for example) that element of the morale cannot be recovered other than by positive events (such as liberating Trento as the Italians, for example)

Does it matter which cities? Your own? Enemy? Neutral? Can you tell morale value of particular city in some way?

It's not directly linked to any 'morale value', it is linked to the number of PP's the city is worth. So damaged cities provide nothing to morale (until they recover) and capturing an enemy city only has half the effect of liberating a friendly city. All of this is also influenced by your economic output, so if your economic output is reduced (due to manpower losses), so is your national morale.

Also, I have to caveat this: the morale calculation is more complex. There are situations where the performance of your army overrides the loss of cities. For example, if you are making the enemy bleed seriously for each city they take, and are hardly taking any casualties in exchange, your morale may not drop at all, even as you lose cities (in fact, it may even increase).

So it's not entirely straight forward... but you can conclude this much:

- Liberating your own cities = good for morale
- Capturing enemy cities = good for morale (to a lesser extent)
- Keep your cities undamaged = good for morale
- Avoid casualties, kill enemies = good for morale
- Keep your manpower reserves high and your economy strong = good for morale
