You can't play one country you can only play sides representing either the Central Powers and the Entente Allies

To be more exact, you play all countries that are aligned to your CP or Entente alliance.

Theoretically the game can be modded so that you fight one Entente country's part in the war (e.g., Serbia, Italy, Russia) simply by removing all other Entente countries from the war and reducing the CP's resources in proportion to the amount of Entente troops left.
