Commander loss

What happens to the commander here?

1. 2 BGs are fighting 1 enemy BG
2. The enemy BG has lost a base (25%) and is down to 3 bases but has a commander fighting in the front rank
3. The enemy 3 base BG is broken in melee, loses a second base (down to 50%) and does an initial rout move
4. The two BGs do an initial pursuit and both contact the routing 2 bases - both bases are removed leaving the commander by himself
5. There are no steady BGs friendly to the commander anywhere within 7 MUs

Is the commander killed as he was with the routing BG when it's last base was removed (in initial pursuit)?

Or does the commander stay where he is (with 2 enemy BGs breathing down his neck) until the JAP when he is free to move "anywhere"?

A commander that is not with a battlegroup, who is within the normal charge distance or shooting range of enemy must immediately move to join the nearest friendly BG within its movement allowance. If no friendly BG is within the commander's normal move distance, he is eliminated.
