Railway gun never seems to finish

I'm in 1918 already and have had a focus on the railway gun tech from the start in 1914, however I still can't build them. Something wrong?

How many labs do you have assigned to the artillery reseach category?

One on artillery for Germany, another for Austria-Hungary.

I played a game strictly to see how long it would take to deploy a Railway Gun.

I played as Central powers and from turn 4 when I could start to research Artillery Technology for the Germans, I focused on Railway Guns and put every spare PP into labs while producing just the minimal Infantry to keep the Western Front stabilized. I got up to 6 Labs by turn 20, March 18 1915.

It took to May 10, 1917 with the 10 turn wait to produce it, to deploy my first Railway Gun.
