Naval unit upgrades

Is it intended that upgrading naval unit 1 rank up costs 20 PP? And upgrading one cruiser from level 1 to level 4 costs 80 PP (i.e. 2 new cruiser builds).
Maybe it is a bug, and if not, it deserves fixing.

Can anyone from dev team post any comment here? It is deffinetely broken and needs fixing.

You are right those costs were not rebalanced after making naval units cheaper. Will add to patch list.
