A unit is autorized to charge out of building area after a CMT?

No - It takes a full single move to leave a building (Page 77)

...and according to the page 77, if there isn't space the unit can't leave in that direction, which implies that an enemy unit that's close to the building can block the unit in the building.

I notice section 1.2 of the FAQ provides an exception if the unit is blocked by friends:

"If their position is blocked by friends they can slide sideways to be placed adjacent to them, in which ever direction leaves them with more of their rear edge touching the building. If there is no position that fulfills this requirement, they will pass through any blocking friendly unit(s) causing a cohesion test on them.

So a unit may never assault out of a building, whether it is occupying or defending.

looks that way, probably too difficult to gather up the troops to all end up at the same place at the same time if you don't gather the forces first and have them form up in companies before you move off.

Which could give quite a good Blenheim effect with troops bottled up in buildings - though the French were defending a fortified perimeter outside the town (lots of German towns/villages had a boundary wall), and the garrison could assemble well enough to argue about whether it was dishonourable to surrennder. Still think it's the right effect though for the reason you've given.
