Limbered Arty: Base Width 28mm???

The rules (p. 87) mention limbered artillery on 40mm wide bases. Is this standard for 28mm? I wasn't clear if the 40mm was referring to 15mm or all sizes.

Page 7 of the book of rules says, under the heading of bases:
"All the figurines used in Field of Glory Napoleonic are mounted on bases of the same width.
When using 20-28mm figures, a base needs to be 60mm wide."
