Marseilles . . . or Bordeaux?

The French have Marseilles as a second "capital" in the game i.e. if they lose Paris they can still produce units provided they hold on to Marseilles. But, in actual fact, the French did briefly move their capital to Bordeaux in the autumn of 1914 because they thought Paris was about to fall. So should Bordeaux, rather than Marseilles, be the second "capital" for the French?
