scn files in GS 2.1

In the data folder for the GS 2.1 mod there is a subfolder for scenarios. In that folder are 6 scn files and 1 map file. However, there is also another scenario subfolder which contains, again, 6 scn files and 1 map file. Why are there two sets of files? And, more importantly for modding purposes, which set of files is actually used in the game?
