1915 scenario

So, I'm playing a 1915 scenario vs someone on Multiplayer. We were just chatting about how the 1915 scenario seemed more balanced than the 1914 one when the following happened:

I hit my max on convoys I could shoot down to the bottom of the sea and the USA joined the war around the same time that Italy joined in. The joining of the USA froze the timer on the Bulgarians joining the war effectively signing my deathwarrant since there is no way I can kill Serbia and hold vs Italy in time before Romania joins the war. So I just like 1914, the 1915 scenario really only gives the Central Powers the choice between losing and losing the war... I cannot kill british convoys because not only will USA enter it will also stop Bulgaria from entering and I also cannot not kill british convoys because it will turn the UK in a teched up juggernaut on steroids...

I would just mod the game but since its mostly multiplayer I am playing I would like it if this gets adressed in the patch if possible. The scenarios seem fine in Player vs AI but in PvP there seems to be a big advantage for the allies in 1914 and 1915. 1916 seems the most balanced untill now, the jury is still out on 1917 and 1918 seems impossible to win for any side with the current victory conditions although on itself the scenario is balanced.
