Winning the game
I have had Legion for Mac for about a year now and have played it on and off about 30 times. I have yet to win a single game, even set at the easy difficulty level. I have tried different strategies -- build forts and large garrisons, upgrade units, built large fied armies and nothing works for me. I also wondered that after I win a battle my new expected larger army never materialiazes. My unit never recover. This does not hold true for my opponents who seem to regenerate themselves immediately. What am I doing wrong.

Winning a game
The AI gets a big break on upkeep costs, if it pays any at all. The AI can keep cranking out new units at maximum rate because of this, while your ability to create new units is limited by how much they cost to maintain. On the other hand, the fresh AI units have no experience, and you can usually wade through them like the proverbial hot knife through butter. Be sure to send your units back to a town to recover losses, or they will be at reduced numerical strength for the next battle. Protect any damaged units after the first attack, since you don't want to lose them and the experience they have gained. The free garrison unit for each town will regenerate by itself, even if it is wiped out, so you can use that as cannon fodder if necessary to protect your more vulnerable units. Also remember to use light troops in woods and heavy infantry in the open, and make the AI pay dearly for doing the reverse.
I've played the game on the Easy, Normal, and Hard settings, and have had no (well, at least not many) problems winning on any of them after weathering the inevitable counterattacks that the AI throws at you. While you may need to rotate two stacks to defend against the AI wave attacks, so one stack recovers while the other fights, the AI will ignore your own advances on its city that produces the attackers. Take the citiy where the AI has its barracks, and the problem is at least half-solved.

Your men heal for free when they spend a turn in a friendly city so this sounds like the biggest issue. Make sure you rest them and even sacrifice a city to save damaged units. Expand your mines, farms and lumber mills ASAP and that should fuel your growth. Don't be too cautious - you need to expand in the early part of the game or you will be overwhelmed later.

When I first started playing Legion, I found the following post from the now defunct aimoo board of great help in getting my game going in the right direction. This is quoted from my saved posts, so it may not be exactly as Lord_Zakat wrote it. I am not the author; I'm only a collector of information. Hope it helps you.

So...you want to be good at playing Legion?

First, remember to read the manual! It sounds obvious, but this can be the reason why you are failing so often!
When I began playing legion, I couldn??™t understand why I kept losing. I sent 2 large armies to attack a city, but both were defeated! Later on, I found that this was because my armies only composed of small squads.
Ok so what can I do?
Well to win, we've got to make those squads huge!!! We need to maintain these massive armies though, so first we better look at the economic side.
Select a city. If u look to the area around the bottom left of the screen you will see three vertical icons (one of food, one of wood and one of metal). The bigger the number that is over the icon, the more of that stuff we are going to get if we build the right building! This is called the resource potential
If the number in front of the icon is '0' then we are not going to get any of that resource at this city (unless we build a market)
If we only have one city, we had better build all the military and resource buildings here!
If you have more than one city, build certain resource buildings at the cities with the highest resource potential. To check the resource potential, look at the number above the icon
example 1: if the resource potential of a city is '100 food, 0 ore and 50 wood' build farms in this city!
example 2: if the resource potential is '125 ore, 0 food, 0 wood', build mines in this city!
note that for example 1, we should also build lumber mills in this city if no other cities have a resource potential above 50 of wood.
Get it? Probably not, I bet. This bit is complicated, but post a reply if confused.
But what if all of your cities have a 0 resource potential for a certain resource?
Well, build markets! Upgrade these markets to larger ones once you have a town hall. try to avoid building structures or training units that require this resource for maintenance, as you have little to spare. (check the bottom text box for maintenance cost info once an object is selected.
Right now, that is all fine. Before continuing, check that the figure in brackets on the right side of map screen next to our resource amount is a positive number. If this isn??™t the case, build more markets or buildings that supply this resource!
Great, now can we fight?
Patience! We still have to make an army first! And there??™s the diplomacy side to look at!
Now enter the diplomacy screen. here try to make allies with all countries that are close to you and others that are friendly. If they demand resource amounts that you think are unreasonable, reject their offer and ask them again in the next turn.
Depending on what tribe you are, the units you can train will be different. Look at the manual!
Now, Imagine our place is a city. I would suggest that the city used for military production has a poor resource potential, but still has a small amount of each of the 3 resources if this is possible. If your place isn??™t a city, upgrade your town hall! First, we have to build a small fort. Then we can build a barracks. I would suggest that all your cities eventually have a large fort and quartermaster. The barracks will let us make big squads! Upgrade this to a quartermaster wen u have enough resources to make huge squads!
Note:
Fletchers (for archers) require a lumber mill, the city must have a wood potential above 0 for this to be possible. The lumber mill can be sold after fletcher??™s construction.
Blacksmith requires mine
Paddock/Stables require farm
If u have a forest in your military city, and you are roman, you are very lucky! Convert this to a hidden grove and add a bathhouse and shrine for massive population increase! The higher the pop. the more soldiers you will have!
Ok well, now u should build the structures that train the units you like the sound of. I would suggest an army of Spanish mercenaries and archers or legions and archers.
Begin training in spring, that way if you don??™t have enough resources initially you can finish recruiting squads in winter and have them all ready for the next year! Make sure you have as many squads as possible and a well balanced army.
Finally, we can attack!
But wait! We must look at all the possible targets!
Once your army is trained, they will severely drain your resource production. If we have an overall low wood production, attack a lumber city! If we have little food, attack a city with a large food potential. To check the potential of unconquered cities, place your mouse over them. If your new army has made your resource production a negative number, get them to attack a city as soon as possible before they starve to death!
Make sure the city isn??™t one of your allies! Begin advancing towards it when ready!
WARNING!!!
My frend does not have the knack! He is the first person I knew who bought legion and he??™s not very good at it! He often sends the armies that garrison his cities to attack his enemies, leaving his cities completely unguarded!! Other tribes can simply walk into your city without a fight if u don??™t have an army in there! Make sure the army inside the city also receives squad upgrades!
Whack!,smack!,argh!,ooo!,eek!. Your first battle is over (and hopefuly you won!)
Victory! Upgrade your new city to its best, create two or three squads to garrison it, and then move your army to take over another city!
