This seems to affect Germany in the autumn of 1915. Is this an automatically generated historical feature or can I avoid this somehow?

It is linked to your manpower reserves, and affects all nations. You PP income is reduced proportional to the manpower reserves of a nation. As your men of fighting age are called up and killed, your economy suffers. The more men you call up, the more your economy deteriorates. You can check how this is affecting all your nations in the management screen.

The event message is just informing you that it is already happening (and getting worse).
