Commanders and BGs

Quick question:

When a Commander joins a BG (in edge to edge and corner to corner contact), is he considered part of that BG for the purposes of forming a BL (a collection of BGs with each in at least partial edge to edge contact with another and all facing the same direction) with another BG, i.e. can he be the linking base?

Thanks for that.

The reason I asked was I wondered whether you could have a BL in column so as to quickly move troops up from reserve along a road or through a gap in terrain and, depending on the command radius of the commander with the BL, the commander might need to be at the back of one BG with another in his rear so to speak.
