Is it a bug?

Hi!

I`m playing a game with somebody and I got 2 things wich seems to be bug...

1. He declared war on Norway, and landed 2 corps... And I am able to rail the other 2 Norwagian GARs... I shouldn`t be, right? Is there any situation where you can use a country`s rail network in the turn after the declaration of war?
2. I build 2 GARs in France and I am not able to place them anywhere... Paris is surrounded, but still in my hand, France did not surrender yet. Half of the country is lost, but I can`t place the gars anywhere... I have one leader ready and that can be placed to units...

both are behaving as expected - you get rail on the second turn when the attack happens in fine weather (i Think its only fine weather that prevents first turn railing but I might be wrong)

you could place the gars if there was room around paris, but if paris is cut off you cant place the GAR anywhere else
