I know I'm a newcomer to this system, but it strikes me that there must be a more efficient way of organizing the matches.

The allocation of armies and players is how Morbio did it when he started this cup. As a way to add some strategy iirc.
Short of doing away with all of that I can't think of a better way to do it. Perhaps skipping that part altogether is something we should discuss?

Yup, it was a way to give the generals a way to pick favourable matchups for their armies and/or generals. Normally it has worked well, with the responses coming in quickly (as it has when Claymore returned), the problem has only occurred this time when RL took over for Claymore and no delegation or warning happened. Personally, I wouldn't change the formula unless it is viewed as a persistant problem (which I don't think it is), but I'm biased But I'm no longer the administrator nor do have ownership rights to this idea. If you guys want to change the way it works that;s fine by me!
