Italian flag - but who owns it?

If I capture an italian airport or city with core italian units the flag doesn't change. In the screenshot below I captured Gallipoli (Taranto) with a core P26/40 (and received 100 PP), the airport south of Gallipoli not. Is it possible to distinguish which italian flag is captured and which not?

This is a scenario post-surrender. Italian flags are now allied. It is a glitch with the Italian capture unit and Kerensky is aware and going to fix it.

No, the airport in the screenshot is not captured only the city of Gallipoli.
