Shooting at BG'd in contact with Routers

Can you shoot at a BG that is in contact with routers?

Page 84: "A BG cannot be shot at if it is pursing routers and still in contact with them."

Interestingly, you can shoot at bases of a BG engaged in close combat if those bases aren't eligible to fight (1st or 2nd rank or overlap). But you can't shoot at a base of a BG in contact with routers even if the base is in a position similar to an eligible target base of a BG in close combat.

Understandable a pursuit is a mess and its hard to effectively tell the sides apart, whereas unengaged troops are more obviously in dressed ranks waiting instructions.
