city spotting & violent airfields attacks by russians ?

Can a player confirm that an (empty) ennemy city spots at one hexe even in good weather ?
I thinked 2 but recently it seems that it was 1...
Perhaps because of weather if affected by and i don't remember ? I'm a little in the smog

It seems that from time to time a russian fighter take a look at one of our own airfield even without spotting possibilities (?) Then if lucky (and you are not)... It's like a bees attack if you have a lonely stuka taking fuel ! I've lost like this my only 87G ***** def hero 7 in middle '44, after 4 (!) dogfights with bees yaks ...a real nightmare ! It surprises me because I have see only few STR making this sort of things from time to time, and no fighter attacks after that

Yes, city hexes spot 1. You can verify this by looking at your own unoccupied city hexes in your rear area. That's true in clear weather, too - no boost to it because of that.
