Ally LIST

One question about ally, is the system to determine ally contingent is the same like DBM.

I mean 1/4 to 1/3 of compulsory troops :?:

No, each army that can provide an allied contingent will have it's own ally list. This means that there is a lot more flexibility in allied contingents than in DBM.
