If you had pre-set terrain that could be done. The set up phase, terrain placement and deployment can last for 20-30 minutes. Although I've only played 800 point games to a 4 hour time limit, I think reducing the amount of time before pushing the lead around would be the best in a 2.5hr time limit.

Well i was sketpical of this in ancients, but it worked well there.
So i'd give it a go.
I do think pre-set terrain is a good idea. Although defender hill could complicate

I think it will be see how tactics change. The downside of fewer points is it probably make a few mechanisms like flank march and reserves less common. I frankly was surprised by there utility.

My biggest concern with fewer points is that a lot of the army list wrinkles become unviable. On the other hand i think it would be a great way to get some of the rule mechnisms and interactions hard wired.

The terrain can be placed normally with everything done as a die roll as per the rules for each table before the tournament. After the initiative dice, the attacker chooses his side and the defender places his hill (small or large depending on the dice difference) on the opposite side, moving any terrain by the minimum to make everything legal.
