P.60 states that LF may charge battle troops if:
"a battle group entirely of lf cannot charge or intercept unbroken non-skirmishers in open terrain (even in the flank or rear)."
However it is unclear what has to be in the open (chargers or target), how much (is it just the bases in contact or something else), or even if the entire LF BG has to remain in the terrain?
The answer to this this is not in the FAQ

It is referring to the position of the base(s) being charged.
It is kind of like the '+' for the 4th rank of Pike 'in open terrain'. It doesn't matter if the 4th rank is in bad terrain or not, it is the position of the base in contact with the enemy.

And complicated by the fact that you don't charge on a base-by-base basis (unlike resolving combat) - so clarification of what happens if some bases are in and some are out of terrain is needed.

Having umpired the the IWF FOG i will tell you that I would start looking at the glossary definiation of Open space. I don't have my rules with me. It is something along the lines of the base causing or claiming the POA/CT effect.
I'd have to parse the words there to be certain. But I suspect that when you read that you will see the target base at least at the point of contact must be entirely in and depends on the wording it maky ahve to be that entirely contacted base.
So I would be looking for every base being contacted even by a step forward being NOT in open terrain. And Yes the LF then may be allowed to be parrtially in open terrain. But their front at point of cotnact would absolutely need to be in.
That is where I would start looking at the rules as an umpire.
