[Bug] Run away instead of attacking over water

If Naval Transportation Logistics has not been set and you order a trooper to attack an enemy over water (In this case, an aircraft) he will try to path somewhere random instead. In the case of the screenshot the troopers moved northwest out of the city instead of attacking the targeted aircraft.
