1) Does a new unit always deploy with the highest levels of research already reach that are applicable to it?

2) When Organization increases a level does each unit need to be upgraded to the new level or is this a more abstract upgrade that applies to all one's armed forces?

1) The unit will use the tech level of its start of production
2) Organisation needs upgrade like other techs yes. The only techs that are automatic upgraded are resources Radar tech and War Effort % from Industyr tech.

The unit deploys with the tech level you had when you started production, not the level you have at the time of deployment.
