Order of fighters activation on defense

Is there any specific order/rules by which fighter fly defensive intercept missions?

Say I have following fighters: 10, 9 and 1 step. It's there a chance that 1 step fighter will be activated as first to fly a (suicidal) defensive mission?

you have to be strength 5 at least to intercept

As far as I can tell, it's random as to which fighter intercepts. I have notice that fighters generally tend to intercept more than CVs even if both are in range of the target. I don't know if that's true or if I'm just imagining it. :?
