Minor misbehaviour regarding next-/previous-unit-button

There is a minor misbehaviour regarding to the next- and previous-unit-button.

Immediatly after the axis-turn starts
1. press <F8> to open the units in reserve
2. select a unit --> the buttons will be disabled
3. press <F8> to close the units in reserve
The buttons remains disabled although units are moveable, they will be enabled if a unit is selected.
