A colum of Cavalry (A) is charged frontally by a block of Knights (B) - in a block as they had to squeeze through a gap previously. Impact is fought.  In the movement phase the knights cannot add overlap as it is already there and the left hand side is blocked by another unit.  The Cavalry however can expand without response from the knights.  
Is this intentional? It strikes me as odd that if you realise you are going to be impacted at a disadvantage the best response is to column up to reduce impact in the knowledge that you are going to be able to even the fight in the subsequent movement phase as being the non-phasing player you get to adjust your formation after the active one.

You can only not expand to create a new overlap in the enemy turn.

It is intentional. It's balanced out by the fact that, as the receiver of the charge you can't expand the create an overlap even if you have more bases available.Is this intentional? The chargers also have the advantage that they can choose not to expand to increase combat dice in an unfavourable situation.
