I had hoped that as they didn't specify a quarter for the release (like they did for most of the others) but just said "soon" that it meant this quarter (end of June?)

Probably just wishfull thinking.

It becomes difficult to organise a tournament ...one never knows what version will be out and also, it will need time for players to adjust .

It seems that in France more and more players just plat SAGA :D I am not sure how many will go to V2 .

In Belgium it will not be such a problem .

This doesn't strike me as a problem. The eBook version will have a version ID (much like software), right?

Well, the tournament organizer will HAVE to let the players know what version they are using, up-front. So, if the event is at a game convention, then the organizer will list the version ID in the catalog of events.

The tournament organizer should already be familiar enough with the game to know about these versions and their potential problems.

Ideal way to get it to the tournament is on your iPad (ka-ching). Failing that, bring your PC or MAC laptop. With Iain's clarifications, It sounds like a netbook might actually be sufficient for the reader so it may well be possible to get a device for under $200 (or possibly under $100).

Speak for yourself there, here netbooks go for no less than $300, and the cheapest iPads go for $550

I strongly agree that iPads are overpriced in general. If I was going to buy a tablet, it would be android based and something lower end like the Amazon Fire or the forthcoming Google Nexus 7 which is priced in the same range.

You might try looking at refurbished or discontinued netbooks to find a lower price. I suspect that the PC reader version won't require much in terms of resources for the netbook if it does work with lower resolutions (with scrolling required) as Iain mentioned. Newegg.com here had one refurbished netbook for under $52.00 so you might be able to find something comparable. It only does 800x480 resolution so I would probably wait until there is more feedback about how usable the PC reader is at resolutions below the recommended 1024x768.
