How does low manpower affect unit stats

I just saw in a game that if Germany gets below 650 manpower the quality of new recruits will drop -1 quality. According to the rules even more stats will drop if the manpower gets even lower.

1. I wonder if the quality value of a land unit will drop by 1 if the manpower is below 75% will also affect units who spend manpower to REPAIR losses. Or is it only NEW land units who will suffer this drop in quality.

2. The game writes something like "Germany starts conscription and the quality of new units are lower". Is this process irreversible or will the new units be built with normal quality if the manpower gets above 75% again?

3. Is it only infantry, motorized and garrison units that will suffer the quality loss or will also armor, air and naval units suffer quality loss if the manpower is below 75% of max manpower.

4. What is the max manpower level for each major power? I can't find them in the general.txt file?

5. The general.txt file says the manpower increase per turn is 100. I'm sure the manpower doesn't increase by 100 e. g. for Germany each turn. It increases a lot less than that. Can you describe how this manpower increase number is calculated to determine the number of manpower increase per turn?

6. What happens if you reach the max manpower? Will the manpower increases then be forfeited so if you start building new units you will drop quickly from the max number. Or will the max number be possible to increase if you stay at the max number for some time. E. g. is it possible for Germany to build few land units to increase his manpower to max so the max can be increased (although slowly)?

1. It drops for new units and repairs, so when you reinforce the resulting unit will be weighted quality value from the old guys and the fresh guys
2. Yes, you go above the barrier the penalty go away again

4. There is a max value but you can go above it. Since the span of the game is just 6 years we felt it was unessesary and just tedious for players to keep an eyey on levels to avoid them go over 100% and waste manpower
5. the 100 number is a factor, so if you increase it to 110 then manpower in game will increase 10% faster than normally. at 100, for every turn manpower will increase by 1%.
6. As said, there is no real max value. The max value is rather used to calculate the increase per turn.
