Is there a way to find out what your current orders are during a game. What I want to do is find out quckly what my main objectives are to gain eiether a decisive victory etc

The requirments for marginal and decisive victory are stated at the beginning of each turn. If you need to know before the beginning of your next turn, you can save your game, end your turn, wait for the AI to play its turn, read the instructions, and load the game you saved.

Yes and No. Between the turns there is a sheet, on which you can see - besides other informations (weather) - the victory conditions. During a turn: Unfortunately no.

As far as I know we had this subject in the forum already. Search for it and you might get more useful informations.
