Bug or manual error?

Manual says: Russia will immediately join the Allies if an Axis unit is adjacent to a Iraq city or resource.

I invaded Iraq and Russia didn't joined even though German units are adjacent to Mosul. Is it a bug or Iraq should be replaced with Iran in manual?

The rule should be.

Persia activates if Axis units are adjacent to any city in Iraq. Russia activates if Axis units are adjacent to any city in Persia.

Update: according to my friend Russia joins when Axis unit enters any hex in Persia which is more realistic, but does not agree with what is in manual.
