Here is the solution to the max possible efficiency.

Max Morale = base max morale + tech + 2*quality + 3 * supply + 2 * commander

Base max morale = 40

Tech = Tech 6 organization: 3 + 8 + 10 + 6 + 3 + 3 = 33

Quality: Mech units have best quality from tech: base 5 + 1 (fixed defense tech 1) + 1 (fixed defense tech 6) = 7
In addition SS or Guards mech units have +1 quality
Units gain 1 quality per XP level and max XP level is 4 (100 experience)
Max quality = 7 + 1 + 4 = 12

Max supply = 5

Max commander quality = 8 (Zhukov and Manstein)

Max morale = 40 + 33 + 2*12 + 3*5 + 2*8 = 40 + 33 + 24 + 15 + 16 = 128

So the correct answer is 128 and the unit is a German SS or Soviet Guards mech unit with XP level 4 in a hex with supply level 5 and tech 6 in both organization and fixed defenses and within range of Manstein or Zhukov. The chance for this happening is very low, but it's not impossible.

I give the answer to the highest possible ground attack value.

The answer is 11 and the unit type is SS or Guards armor with a leader with +1 attack.

Example: Tech 0 ground attack for armor: 6. +1 ground attack at blitzkrieg tech 1, 3 and 5 = 9.
+1 ground attack from SS or Guards = 10. +1 ground attack from a +1 attack leader like Zhukov or Manstein = 11.

Then over to an easy question so another person can take over asking questions.

Why are SS NATO counters in wargames (like GS) often shown with black background and white text while regular German Wehrmacht NATO counters are often shown with grey or grey green background color?

Nobody has answered so I will give you the answer.

German Wehrmacht soldiers had a uniform that was grey / green (called Feldgrau). Look here:

German Waffen SS soldiers had a parade uniform that was black. Look here:

The Waffen SS field uniform was also grey / green.

Luftwaffe uniforms were blue / grey like this:

So the NATO counters show the uniform color. The same method is used for all major powers.
USA: Olive green

I think that's what everyone is thinking right now or it would have been answered by now.
In spite of the Final Fantasy character it's pronounced sao-win after the Irish pagan god of death. I'm not a pagan but we're on a wargames website so I thought it fitting.

You guys are just being silly, it has to be one of these. Or maybe these.

My vote goes with Game Show. So the GS mod is a 'game show' version of the original CEAW, complete with fabulous prizes. This Q&A thread seems to fit the Game Show idea anyway, minus the buzzers of course.

O.K., I'll put everyone out of their misery. The name was actually suggested by Iain. GS stands for Grand Strategy. I'm sure that's also spelled out in the GS user's manual.

Did Japan ever bomb any state in the U.S.A. during WW2? If so, did these bombs ever cause any fatalities? If so, how many and where?

No. Hawaii and Alaska did not become U.S. States until 1959. Since I live in the USA, I'd better not get tricked by that one!

Joe, sorry but the correct answer to the first part is yes. But you are correct in that Hawaii and Alaska were not states during the second World War and that they are not the answer.

So now for the other two parts to my question.
