MP Format and User Generated Scenarios

When playing FOG:Ancients I was able to develop scenarios and then offer them up for play on the MP system.

How can custom scenarios be accepted for Challenges on the MP system? Does it have to be a Campaign that is accepted by the Team and then added to the system or is there some other way?

You can pass campaigns around as zips etc and drop them into the CAMPAIGNS folder of the My Documents/My Games/BBCBA folder. It's only the iPad that can only download from the server.

And that would allow folks to play them Solo of course. But my understanding is that unless they are accepted as an "official" campaign they would not be available for challenges. Correct?

So long as you both have a custom MP campaign installed (in the MULTIPLAYER folder of your local folder, rather than CAMPAIGNS) then you can create and have your challenge accepted.
