Konisberg victory bugged?

I finished owning all victory hexes on last turn, but I only get marginal victory for some reason. I checked several times and I suppose it is bugged. Is there a way for me to fix this or open the "cheating" editor or something?

The victory condition for a Decisive Victory in the Konigsberg scenario requires control of ALL flag hexes by the end of the scenario, not just victory hexes. So if you want that decisive victory here, you have to not only hold the large urban area of Konigsberg, but also to completely remove the Russians from their initial staging grounds and occupied areas as well. This includes the town and 2 airfields in the north, and the 2 towns and 1 airfield in the south. Only that much of an overwhelming win will award a Decisive Victory.
