Quality difference between naval units

Maybe you should change starting combat values for naval units in original full campaign scenario. In WWII it was obviously difference in quality between, for example, British and Italian units in Mediterranean. Idea is nothing new; Third Reich game has Naval Combat Modifiers.

It's possible to give tech level 1 to e. g. the British and German surface ships at the game start. It gives them +1 naval attack.
