From 1497 to 1502 there must be an equal number of BG of pikemen, S&B, and missilemen. Do the Italy Special campaign BGs ( i.e Galician volunteers or Landsknecht BGs,both types, heavy & light) qualify as pike and missilemen BG for this purpose? Thanks in advance.

No, you only need to buy equal number of Bg of the spanish main troops. The ordinnace that ruled the proportions of units in the army in 1497 has no references to the mercenaries volunteers and convicted troops.
