Game rules change during play

Occasionally I am having strange stuff happen during my games.

1. Convoys just stop coming for the UK.
2. Oil is converted 1:1 for production and fuel (should be 3:1)

1. convoys below value 10 do not get created so sometimes you can be unlucky and get a small convoy hence no convoy
2. Remember you get only 50% from occupying enemy territory, includes oil fields also.

I know that. I only get 1x the oil from oil I own (germans) not 3x as I should. Unless I am missing something. THis is in my mod and the oil is in Germany proper. (synth plants)

Production and Oil (not manpower) follows war effort % also, so if a country has say 33% war effort then you will only get one third i.e. 1 oil instead of 3.

Ahhhhhhhhhhhh. Well now it makes sense. back to the drawing board.

So because I gave Germany 7 oil and 20% war effort it produces at 1.4 PP and 4.5 oil. I get it.
