Yep--you have to make some hard choices, and you must put out the 20-25 units that not only are your strongest, but also have the best chance of surviving. To give you an idea of the strength of some of the Russian units you are up against in DLC 44, in beta testing in of the scenarios I took one of the 13-strength 88 AA guns that you get in the scenario and took a shot with it at a 15-strength IS-2. The 88 was completely vaporized, and the IS-2 was not even scratched. Some of my 15-strength Tiger II's had to hit the IS-2's several times to kill them. How do these IS2's which have (or had) only been in service for a couple of months got to this level 15.
It feels like they are experienced right from scratch, which have never been the case.
There were plenty out there and they attacked like ants, but they, at least in the latest stages of 43 and the early stages of 44, were always "fresh"....
It doesn't feel accurate!

After that though, they are reserved for the best Soviet units and often serve as command units. Not unlike how the player upgrades their elite units with the latest equipment.
