Officer attachments? How does this work? Are these officers attached to units?

Points system....how much do guard, lancers and shock cost? It doesn't say.

Page 92 Points cost per base
Light Cavalry VET10+ Lance 2+ Guard 4+cShock 3 = 19pts per base

Officer attachments? How does this work? Are these officers attached to units?
They are officers attached to units. They act as a divisional commander but only affect that units. They are extremely vulnerable.
