These are the current settings.
NORTH_MUD_CHANCE_APRIL 50
NORTH_WINTER_CHANCE_APRIL 35

2. Means changing to:
NORTH_MUD_CHANCE_APRIL 50
NORTH_WINTER_CHANCE_APRIL 40

3. Means changing to:
NORTH_MUD_CHANCE_APRIL 50
NORTH_WINTER_CHANCE_APRIL 45

4. Means changing to:
NORTH_MUD_CHANCE_APRIL 50
NORTH_WINTER_CHANCE_APRIL 50

2-4 means a slightly increase in the winter change at the expense of fair weather change. since Russian units fight at full strength during winter it means the above suggested changes won't reduce their firepower in April. All they "lose" is the 15% chance for full movement.
