Proposal 2 means that it's dangerous for the Axis to abandon Libya to focus all effort on Russia. If the Axis takes Greece Vichy France can not join the Allies unless the Axis attacks Vichy France. That should be a good reason to take Greece.

Proposal 3 is the same as proposal 2 except only control of Heraklion (Crete) is checked. So if Crete is lost then Vichy France can still join the Allies

Proposal 4 only counts Axis units in Libya.
