Change surprise values

1. Keep as is (USSR surprise 30 and reduction of 8 per turn, i. e. 4 turns with reduced efficiency regain)

2. Change reduction from 8 per turn to 10 per turn, i. e. 3 turns with reduced efficiency regain, but drop from 3 to 2 turns with French efficiency regain as well)

3. Change reduction from 8 per turn to 9 per turn and reduce Russian surprise from 30 to 27, i. e. 3 turns with reduced efficiency regain and no change for France).

These are the current values:
SURPRISE_REDUCTION_PER_TURN 8 /* Surprise regain per turn after DoW */
DOW_MORALE_LOSS_FRANCE 20
DOW_MORALE_LOSS_USSR 30

This means Russia has 4 turns of half efficiency regain and France 3 turns of efficiency regain

2. Proposed changes to:
SURPRISE_REDUCTION_PER_TURN 10 /* Surprise regain per turn after DoW */
DOW_MORALE_LOSS_FRANCE 20
DOW_MORALE_LOSS_USSR 30

This means Russia has 3 turns of half efficiency regain and France 2 turns of efficiency regain

3. Proposed changes to:
SURPRISE_REDUCTION_PER_TURN 9 /* Surprise regain per turn after DoW */
DOW_MORALE_LOSS_FRANCE 20
DOW_MORALE_LOSS_USSR 27

This means Russia has 3 turns of half efficiency regain and France 3 turns of efficiency regain, In addition Russia loses 3 less efficiency than before on the DoW turn
