A Bug?

Hi
Playing a PBEM game my Axis opponent moved a sub next to Alexandria but was bounced back by a sub I had there so his Italian sub ended in the hex where naval units are transfered from the Mediterranean to the Red Sea, blocking the escape of British units from the Mediterranean, is that working as designed?
